Knowing that is not the case I wondered how this could be the official facts. Then I realised 'official' means as 'officially' and arbitrarily determined by Vote Leave.

The misinformation campaign on all sides is making my blood boil. This is such a misleading document designed to imitate an objective Civil Service produced document. It's not fit to wipe my a*se on.

But I didn't think it did. This isn't party political or about the facts of the referendum. It's a specific dig at people trying to disguise their motives and abusing the public.

Your 'use your own initiative' is completely beside the point. The point is me stating 'don't take liberties with the way you communicate', it isn't me saying vote one way or another.
