If the rest actually did something and filled the low paid jobs, there'd be higher pay and more opportunities across the board with satisfied British teachers and doctors made out of those with a brain. Being bright isn't enough. In fact I'd say that unless you have a skin as thick as a rhino and a large capacity for hard work plus being reasonably bright you just aren't going to make it. We aren't suffering a lack of teachers due to a lack of intelligence.

Of course a better solution is to control the cost of rents and properties, and migration that keeps wages artificially low.
