I hope you aren't implying that white girls are easy and bad girls in care sort of brought it on themselves.
That is clearly what these men thought.

These girls, after all, were children and vulnerable and these men knew that and took advantage of that.

No I'm not, but that's more or less how across the last 40 years, the Police and Social Services tend to see it, and that's why abusers of kids in care tend to get away with it, because no one wants to 'risk their career' on kids they've effectively written off. There in lies the problem, a lot of people in vulnerable positions in society are considered 'lesser victims' when it comes to resourcing. Its not that everyone will look the other way, but that they will look for excuses not to do something, especially when it passes up to a superior, who won't have personal experience, but will judge based on the 'record of the child'.

Its very similar to how abuse goes unchecked in mental hospitals, prisons, care homes, old age homes etc. Officals look for reasons not to do something, unless they have to, because they assume nothing will come of it but trouble.

There is however no excuse to overlook the latter to conform to a fashionable attitude.

Agreed, there is definitely a difference between being an abuser and unlawful sexual intercourse. That said, if the man has a history of 'just accidently picking up young girls who lie about their age in a club'...
