I don't have much sympathy. You're severely restricted where you can smoke (or not smoke in the case of e-cigs) as a person at liberty. Just allow them to smoke during outdoor breaks only. I also think all the black market excuses are a joke, as they're admitting they're crap at controlling not only what comes and goes from prison, but also their ablility to notice when someone is smoking. Regardless of where/how they got it. Friend of mine used to work in a prison, he said the unofficial rule regarding drug use was 'if its not taking the piss, let it go' because it made for an easier life for the guards. The police generally are the same with people smoking weed in public. Its quite rare for them to actually arrest and charge someone for smoking a joint (its not worth the paperwork and hassle). In the US there is a very real problem with Prison guards actually being directly involved in the prison black markets.
What's made life easier for those choosing to ignore things, makes it significantly harder for those who don't agree with that stance. "You can't have a go at me for smoking, when you turned a blind eye to my shooting up, officer." I think taking the piss is regarded relatively, and subjectively, rather than objectively. So a prison warder might very well not worry too much about someone smoking, doing drugs, if they're reasonably discrete and not causing trouble. Bored prisoners is a issue for prisons, and with an increasing cut budget, more and more prisoners are spending less and less time actively doing productive work or sat in cells etc. Drugs are very good a dealing with boredom.

Good at dealing with boredom... So is Super Mario World. Indeed, but try putting a PS4 or Xbox in prison cells and see how long it is before the Daily Mail readership s**ts themselves in a frenzy. Its pragmatism, the best solution is to actually give prisoners productive work and pastimes that could actually aid their rehabilitation. But that costs money (More staff, more tutors and more resources).

The best solution is and clearly always will be the concept of the film Running Man.

Good at dealing with boredom... So is Super Mario World. I disagree, Super Mario World is highly likely to increase boredom due to its outmoded platform style and lack of online multi-player options.
