No its not, blackmail is a criminal offence, strike action as lawful as any other means of legitimate leverage brought by one party to negotiate a contract in their favour. It has/will cost Billions of pounds of investment to put it right. As an example look at GWR trying to electrify the line from London to Wales. At Bath they have to contend with listed buildings/structures and the Box tunnel is not high enough for overhead wires so they will need to dig down to lower the track. Everyone shouts about shareholder profit but conveniently ignores the amount of investment needed to get things modernised. In this latest instance the rail companies are trying to improve their service and are being held back by the unions "luddite" stance again. One would think that investment programmes usually have an impact on profits and dividends. However, the Train Operators are able to lobby for (and get) increased subsidy on top of income rises from higher fares; ergo no hit to margins. Make no mistake, the investment costs are NOT being borne by shareholders. It's just yet another in the long catalogue of ways in which the Tories (including Blair the Red Tory) have engineered the country to continually increase the conversion of money taken directly from citizens without their choice (taxation) into big business profits. The fact that most of our privatised infrastructure is actually now profited from by non-UK entities is also worthy of note.
